If I am not mistaking this is the same set as the panasonic PV-c2020. I attached an owners manual link here this should help you. Good Luck.

Quasar tv remote.
Sounds like you need to go to the main menu and run the automatic channel selector again. It will take note note of which channels are not in use and then skip over them when you use the channel advance. Use your remote to get into the main menu and select the "TV" submenu. Then run the auto channel select. After that's done, you can also manually choose to skip channels you don't like. I believe the channel numbers appear in green if they're to be included, and yellow if they're to be skipped. Even if a channel is skipped, you should be able to get to it anytime by punching in the number on your remote.
White picture
You could have a electrical short in the picture tube or a short in the circuit leading to two of the three color guns.
Same tv problem
hello, i had the same problem for a long time and it drove me crazy, all that has to be done is hold the play/repeat button for like 8 seconds
High pitched sound
you can fix this if you are very careful. it is call a high voltage leak. inside of the tv, close to where the power comes in will be what is called a high voltage transformer. if you are electrically inclined, unplug the tv, take the back off and then hook the power line up and turn the tv on. with the lights off in the room and a flashlight handy, look at where the sound is coming from. locate where the sound is coming from and look very carefully(very carefull not to touch with your hands or head to any part) for a white-ish blue arc of electricity. if you can see this then that is where the problem is. to fix it you will need to put something in between the two places that it is arcing from. a piece of plastic or silicon putty or anything non-conductive will work. again, be very careful or you might get the dogsnot shocked out you.
Using a portable dvd player
that's the one of the closed caption options in the tv set. on your remote control there should be a button labeled "cctv", cycle through the options untill you find the off mode. this could also be in the tv menu.
