The clock keeps good time,
The clock is trying to sound on the hour but the mechanism is not falling into place at the correct time. Sounds like the movement needs a good cleaning and lube. How long has it been since the movement was cleaned and lubed? If more than 5 years, it needs at least a good lube job.

Chimes do not chime due to winding too tight. Can
You need to remove the movement and use a tool to manually unwind the chime spring. This can be dangerous and can break you wrist, so you might consider having a clock repairman perform this maneuver. Then wind the spring about 1/2 way. If the chimes still do not operate, I suggest a good clock repairman.

Try www.klockit.com. You can replace the entire movement for about $5 including new hands. You can select from an assortment of hands that will probably match the style of what you have and use those if the old hands don't fit the new movement. For a few more dollars you can upgrade to an "atomic clock" movement which synchronizes with the US time signal and even sets DST automatically.

Are the hands held on by a nut? usually you can remove the nut with your fingers or a pair of pliers wrapped in cloth or duct tape to prevent scratching.
Before removing turn the minute hand (minute hand only and clockwise only; do not manually turn the hour hand and never counter-clockwise) turn the minute hand clockwise until it chimes at an hour mark.
Then remove the hands and and place them pointing to the correct time.
If you are uncomfortable with this I recommend taking it to a clock shop or jeweler that sells clocks. If it is inherited, it may need some maintainence (oiling and regulating) anyway.
Chimes are nine minutes slow
Take the minute hand off and turn hand over. There is a brass bushing that attaches to the aluminum hand. Take a small screw driver and place in the square hole of the brass bushing. Turn either direction and test on the minute post of the clock. Keep adjusting until the clock chimes right on the 1/4 hour position. Make sure to put the hand back on the right 1/4 hour.

If this an electronic chime, there should be an AM and a PM button on the back. Press the correct button for the NEXT hour that will come up. Example: If it is 2:15pm now, press the PM button three times (for the next hour at 3:00pm)
