All you need to do is to pull the adjustment knob halfway then turn it clockwise and if clockwise doesn't work, try counter clockwise.. (pulling it all the way will let you adjust the time)

Question edited for clarity. These are the most basic of watches with just a pull crown. For watches with the date, pull the crown to the first stop to adjust. To adjust the time, pull the crown to the second stop. If yours is this one, it looks like the 3 Chrono Dials are just for show as it has no buttons, (it would need an additional three button at 2, 7 and 10 on the dial).
