Most likely you will only need to replace the catalyst, you will most likely need to replace the catalyst and just attach it to the exhaust again. This should fix your problem. Let me know if this helps

This is a typical problem when a scooter is under load. First thing I would look at is the motor brushes. They may need replacing or they can stick and not reach the motor commutator causing arcing and damage the motor. Also a build up of carbon dust can add to the problem. When was the scooter last serviced?
You would probably have to contact a service tech for the product. This is usually a service call item unless the chair still works and the arm is just broken. You might be able to just get the arm. Some manufacturers require the whole assy to be replaced. That would require a tech unless you want to do the repair yourself. The manufacturer would not warrantee the part if you broke or damaged it while doing the repair yourself. They would for a certified tech.
That code if for a leak in the evaporative emissions system. Check you fuel filler cap first. If it isn't on right it will cause this fault code. If that's not it, you'll need a mechanic to test the entire system for leaks.
Sounds like a bad catyltic converter, you will need to take the car to a repair shop or auto parts store and have them check the error code that is making the check engine flash. Some auto parts stores will let you use the device to check the codes for free.
