Remove the carb soak in carb cleaner, **** out small bleed holes with a wire from a wire brush etc. One of the passageways is still clogged, or the float is sticking.

Take the seat off and go in from the top of the battery with a 10 mm wrench. That ought to get it unless they changed something. I can't say that I've worked on that particular model but most Sportsters are like this.
SOURCE: details on removing the clutch
Find the cable adjuster in the middle of the cable, loosen the lock nut, and turn the adjuster barrel inwards to get as much slack in the cable as possible. Take the E-clip off the bottom of the clutch lever pivot pin and remove the pin. Pull the lever out and disconnect the cable from the lever. Stand the bike straight up and drain the primary case. Down on the primary, take the round plate off to expose the clutch release mechanism. Disconnect the clutch cable from the link that connects to the release mechanism. Screw the end of the cable out of the primary case. Install in reverse order and readjust the cable. Add oil back to the primary case.

Why can't you get the pedal off? When you remove the large nut, the bracket and the foot peg should come off as a unit. You may have to spary some penetrating oil on it but it should come right off.
