1.Check the fuel level sensor with a multimeter. It should shows resistance value between 0 ohm to 90 ohms inversely proportional to fuel volume. Remove it and check its resistance while moving the float lever. If it varies the resistance then it is good. If it does not shows any change replace it.
2.Then you disconnect the fuel gauge and check the voltage at the connector of the fuel gauge if it shows voltage about 6V to 9V replace the fuel gauge.
Checked fuel level sensor, it shows max 82 ohm and min 3 ohm, so it's ok. Voltage at it's connector gives 3.8V.
The fuel gauge even when sensor not connected goes up to 3/4th level.
So gauge is definitely faulty.
Do tell if you have any suggestion for repairing the fuel gauge in dashboard.
Is the voltage coming to the sensor OK? It's not 6v to 9v. Is there any fault in wiring too?

I am Shishir Varde, as you say no spark in spark plug,
you need to check wiring( which is by the way very irritative) there must be open circuit between the battery , cause in Scooty battery plays a main roll in starting the engine. You must check continuity between ignition switch and battery +ve terminal, perform a continuity check between the red (only red)wires of ignition switch and battery. Also check the ground of battery and Ignition coil ( which is located near carb, may be named as MASTER) .
Mainly there are three wires which are responsible for ignition,
1. Red
2. Red with black strip
3. black with red strip
In scooty pep CDI, Ignition coil , ACG coil and Regulator/ rectifier are rarely replaced, or damaged but wiring fault is common.
Check wiring first always.
