Here is a link giving general details about the meter and what the two different SVC's mean. The part about the D140 is near the bottom of the page. There is an attached .xls file link that shows more detail. You should have gotten a maintenance schedule with the tractor. If not, contact the store you purchased it from or your local John Deere dealer. They will assist you in getting all the information you need.

How Does Your Hour Meter Function? Model Year
Model Number and Product Identification Number Groups. Is the tractor equipped with an hour meter? Does it accumulate hours with the key switch left "ON", but not running? How long does the service reminder (SVC) display before and after service intervals? Does the Hour meter stay lit or display hours when the key is in the" OFF" position? The notification should last for 30 mins before and 30 minutes after the service interval before it stops flashing. It is not resetable.

It does make one wonder why it started flashing at 7 hours vs 25 or 50 hours though. Possibly a battery was replaced and the running trime vs the service time intervals are not syncronized.

The service (SVC) arrow indicators will last for 1 hour. It will display ½ hour before the specified service interval and one 1/2 hour after the specified service interval.

The left "SVC" arrow will occur at 25 hour intervals (25, 50, 75, 100 etc.).

A "SVC" arrow pointing to the left will indicate that a general lubrication interval has been reached.

The right "SVC" arrow will occur at 50 hour intervals (50, 100, 150, etc.).

A "SVC" arrow pointing to the right will indicate that service is necessary for the mower and the engine.

Running Restore will only reinstall the virus according to this thread.  

As i'm sure you already know the error means - Laser power is lower than the output limit.
