The battery is under the seat
Remove the seat remove anything thats in the way, undo the terminals and pull it out. Sometimes a large set of water pump pliers makes pulling the battery out easier.

I haven't worked on an '09 model but all the Softails I ever worked on had two tanks. To remove them, first remove the dash and any thing covering the "tank gap". There are three bolts on each tank half, two in the front of the tank and one at the rear. There is also two hoses that connect the two tanks to each other. One in front that is the fuel crossover. Make sure you drain as much fuel out of the tanks as possible before removing this line. Still there will be some gasoline spill out so don't be smoking while doing this job. The other hose is a vent hose at the top of the tanks under the dash. It just vents the left tank to the right one since the left tank gas cap does not have a vent built into it. If it did, gasoline would spill out when the tanks were full and you put the bike on the side stand. You may not have to remove both tanks to install your bars. I don't know where the handle bar wiring harness connects under the tanks.

The battery is under the seat. The seat was held on by a large socket head bolt on either side of the seat on the earlier model Softails. Once you get the seat off, you'll see how the battery comes out. Disconnect the negative cable first and reconnect the negative last when you replace the battery.
