Yes these are cicuit breakers and they plug in as so you can't see the prongs with them plugged in. The intion switch has it's own circirt for the lights and you may check the fuse panel and find your problem is a blown fuse or even a rusted connection.

Sounds like you have a seized engine. If it is seized with age, pour copius amounts of oil in through the spark plug holes and leave to soak for a few days. That will help with seized pistons. If it is bottom end, strip the engine down and repair as required.

the carb is clogged up. You will have to remove the float bowl and clean the jets. use spray carb cleaner. Use a very fine copper wire strand to probe the jets--do not scratch or englarge. Empty all the gas out of the bike including fuel lines. use fresh fuel. Be sure to count the number of turns you make on any adjustment screw and write them down. This will make it much easier to put back together in proper adjustment.
