Yes try the fuel pump relay first, jumping it will tell you whether or not the pump is working. Though you should hear it turn on ( the fuel pump that is) turn you turn the key to the 'on' position.

My 1989 300se will turn over but not fire I cannot hear the fuel pump is there a fuse or is it time to replace

There is a fuel pump relay with fuse under the screwed down cover area connected to where the fuses are. I would guess you fuel pump is out though due to age and use. It was probably very loud if you could actually hear it before and then they just die. Try autohausaz.com for some of the best prices I have seen. Remember to get the check valve and fuel filter also. You can "hot wire" the pump to see if it turns on but I wouldnt suggest it.

Fuel Pump Relay Switch

Underneath your hood, behind the passenger side headlight, behind the core support, is a bank of 2-8 relays. One of those relays is the relay needed for your fuel pump. There will also be a fuel pump relay fuse located there. The relay designation should be on the cover of the relay compartment.
