Could need a fuel filter change. If changing the filter doesn't correct the problem, I would suspect carb is gummed up, and could use a cleaning. With engine running at a high idle, if you can get it to do this, spray carb cleaner into the throats of the carb. After cleaning the carb in this way, add at least half a can of SeaFoam to the fuel tank. Crank the engine and run at a high idle (feathering the throttle if you have to) for ten to twenty minutes, or drive around the block several times to get the cleaner into the carb jets.
With engine off, air cleaner removed, look into the throats of the carb and pull the throttle cable several times watching for fuel spray. Should be a good strong spray.
This problem is the carburetor which probably has dirt in it plugging up the circuits or a stuck float and when you push on the gas pedal you are supplying fuel through the accelerator circuit.it can be rebuilt or you can buy a rebuilt carburetor,but note you don`t know how long a rebuilt carb has been sitting on the shelf there by it may have dried out gaskets and accelerator pump,and be in worse shape than you own carb.
