This is going to be the starter or solenoid. Take the starter off and take it to any autoparts store, they will test it for free.

The first thing to do if to determine if the problem is ignition or fuel.
A good way to test the fuel, is to get a can of starter fluid and spray a shot into the intake manifold and see if it starts, but then dies. The fluid needs to be sprayed into the manifold, not the air filter box. Remove the large hose form the filter box to the intake manifold. If you can keep it running with an ocassional spray of fluid, then the problem is fuel supply.

If the starter fluid test don't indicate fuel supply problem, then try this, Get an extra spark plug or pull one out of the engine and lay it on the engine block. Connect the spark wire to it and have someone crank the engine over while you watch for a good blue spark across the plug gap.

sometimes there is a dead spot on the starter's commutator where the brushes contact inside the starter or it is a bad solenoid

If the starter turns the engine when you jump from the hot lead to the trigger terminal/ then no further testing is required except that it is possible that the solenoid on the starter may be bad. Usually though they don't go bad all of a sudden and you would have a few weeks where you needed to turn the key a few times before it would engage. You need to check what I mentioned before.

Is the ignition switch good? If the starter/solenoid; starter relay, battery and cables are all good that is about the only thing left.

Do you hear a click when you turn the switch?

2004 Saturn ion. Car won’t start. Battery seems to be good, cuz all dash lights come on. Car won’t crank.

Does the starter make a noise when you crank it? If not, first make sure you have 12+ volts in the battery and good battery connections. If the battery has less that 9 volts, then replace the battery. Try using a jumper box or a set of jumper cables from another vehicle to start the car. If you can see the starter, have someone strike it with a hammer while turning the key to the crank position. If it starts, replace the starter.

no crank!, if it cant crank, it can never start.

1: dead battery or dirty terminals.

Engine won't start

Check to make sure you are getting voltage to the small post on the starter solenoid when the key is turned to the "crank" position. if so, check all of you connections on the battery cables. If your connections are all good, your cables are in good shape, and you still do not get the starter to crank, I would have the starter removed and tested.

It won't turn over

Try this procedure:
Check the battery like this:
Turn on the headlights, then try to start the car.
If the headlights do not dim or go out, then the battery is likely ok.
Check that the battery cable plus post, goes to the starter, Minus post to a good ground, like the engine.
If wiring is ok, then look at the starter solenoid for a good connection, and proper voltage at the starter.
Problem is most likely the Solenoid's bendix gear or starting relay, Have someone bang on the starter while you try to start the car. This usually works by dislodging the bendix gear..

Check the battery. If the battery is good, check for power to the starter. If you have power to the starter, but it won't crank over, you might have a bad starter. You can try whacking it a few times with a hammer to try and shift the armature. If that lets it crank over, you have a bad starter.

My truck won't start. It won't turn over... only clicking noise.. even with a jump. the headlights work but very dimly.. orange lights next to headlights flash on and off dimly consistently as well...

When a battery is very low, even a jump won't work because the battery takes too much out of the jump. Take the battery out and have it charged up.
If it won't take a charge, get a new one.
But also make sure the battery terminals and cable ends are shiny and greased.

If you really want to be sure, put a voltmeter on it.
A good battery should be 12.5.
When you crank it should go down to about 10.
If it goes below 9, either the battery is too low, or the starter is draining too much.
If it never goes below 11, it is not draining enough, and the solenoid is probably bad.
If when you stop cranking, it comes back up to over 11, then the battery is good, so the starter is probably bad.
