You have to pull out the ashtray at the back of the center console, then lift the two tabs at the bottom of the housing and pull the housing towards you. When this housing is removed, you will see the e-brake cable, and a large white plastic collar on the cable. With your hand, turn this collar clockwise until you get the proper tension on the e-brake.
