Could be alot of different things. try disconnecting the fuel line at the motor to see if you have fuel when the key is turned on. (put open end of line in a bottle preferrably clear to inspect for debris or water) If not replace fuel filter. could be a clogged catalytic converter, could be clogged injectors (if when you remove the fuel line at the motor there is fuel coming out when ignition is turned on) could be air filter is clogged. You can get rid of most of these without disconnecting anything by getting a can of choke and carb cleaner. Use it like you would starter fluid. (dont use starter fluid as it may lock up your motor) disconnect air filter and spray about a 2 second full spray into the air filter hose. have someone try to start the car. If it starts then you know its a fuel delivery problem and narrows it down for you.

Truck will start and then stops just started acting up

Found on a '92 Toyota pickup w/V6, a bad/intermittent fuel pump relay.
Had fuel rail pressure so fooled us initially, found by listening to pump run then quit, cycle key and pump would run again then quit, sometimes when trying to start, motor would start and run for a few seconds then quit, or not start at all, this created by intermittent relay operation. Need two people, one at passenger side by tank and other to work ignition switch.
Relay located behind right, passenger kick panel, dealer item I believe about $28.00.
Just another possibility.

2003 toyota celica

Your diagnosis is correct. The check valve in the fuel pump is letting the gas drain out of the line from the injector rail, and cranking for a long time then starting is indicative of this. Replace the fuel pump.
