I would suggest replacing the wiper control module. I would consider finding a used one from an auto wrecker. Hope this helps.

2003 Lincoln towncar wipers will not shut off. New switch and motor

It may have a timing board for the intermittent wipers. I had the same problem on my Tahoe...ended up changing the wand switch and the timing board before it finally worked right.

Windshield wiper control module on a 2003 lincoln

Intermittent wipers are controlled by mufti-function switch (under steering wheel). However, Ford saw fit to include a 'rain sensor'. Located Windshield Front Center. Please provide more info if this doesn't help.

1997 Lincoln Mark viii wipers wont stow

It sounds like your park switch in the motor has failed or the power feed to the switch has failed. if you are good with tools you could remove motor and replace the switch, after you have checked that the plug is suppling a permant 12v supply and a switched supply from the wiper control switch, the park control switch allows the wipers to return to the parked lower position after you have turned them off.
