You need to test for ground... to assure yourself the motor is good. 1. Remove connector, 2. Use a mutimeter, set it to continuity... touch both ends of meter together should show resistance of wires to meter... multimeter good if change is shown... TESTING WIPER MOTOR OK? 3. where the connector was attached, should be 2 connections if it is 2 wire unit, with both of those connections see if the motor has continuity, touch both red one side black on other... if it shows change closer to zero the better... if there is change then good motor determined if not then it is OPEN... Will not work, replacement or repair of motor necessary. Let me know if there is more needed... AS THERE IS MORE... if it is in the car wiring. Either way an Open Ground it sounds like! My wife has a 08 Fox and her front wipers stopped working it's just a fuse in bank 7 a 10 amp just replace with a new one or swap for the 10 amp fuse in bank 11 (just a warning lamp for the handbrake) until you get a new one. ;-)
The most common reason for this is a blown fuse, so using your vehicle owners book locate and check the fuse first. (if you don't have one then buy a Haynes manual for your car, the cost will pay for itself with the first repair you do). Modern automotive fuses not only have the current rating clearly marked numerically, but are colour coded and the fuses are designed so that you can easily see if they're blown when you pull them out to check. Most modern vehicle fuseboxes have a few spare fuses included and often have a small plastic tool to assist with pulling them out.
Normally a blown fuse needs further investigation as they should only fail if there's been a problem which would otherwise cause fire or other damage, but if wipers are operated inappropriately then it can cause enough load to blow the fuse. Sometimes the wiper spindles can become worn allowing water to get in
and corrode the internal parts; this will cause the spindles to bind or
even seize up and also cause the wiper motor to draw sufficient current
to blow the fuse.
Inappropriate use includes operating the wipers when the screen is dry, trying to use them to clear snow, ice or debris, operating them if the blades or arms are damaged.

I removed all 3 switches from driver and passenger door, which is really easy with a flat head screw driver. took them completely apart, very carefully, with a small screwdriver out of a christmas cracker. put them back together again and 2 switches started working, so I put 1 in the drivers side and 1 in the passengers side so now my drivers door window opens and I lean over to open the passenger door. cool, no money spent...yet ;o)
Your wiper has what is called a parking circuit, this sets the wipers to the bottom of the windshield when the power or ground is turned off, in order to fix this issue u will need to replace that part, it may be part of the wiper motor, not for sure on VW's.
