If you are sure you have fuel and spark the only other posibilty is engine damage. The most likely is a broken timing belt and the cams are not turning.. Go back and check that fuel and spark again.. Don't look for major problems until you have really checked.. Squirt a little fuel into the intake manifold ahead of the throttle body.. If it fires you have spark and no fuel.. The computer may not be telling the injectors to open.. I had this problem once on a chevrolet and it turned out to be a clooged fuel filter.. buying gas in Mexico.
What have you checked so far ? Is it getting spark to the plugs ? Can you spray starting fluid into the throttle body and get it to start ? Have you checked fuel pressure at the injectors ?
I saw what you replaced, didn't see any testing? Any applicable trouble codes?
Did you use a gage and check proper fuel pressure? My info on that engine size, said 35--45 psi. If the fuel pressure is too high, check the return line. As far as the fuel pressure regulator, do you have vacuum?
...the harmonic balancer was replaced? I hope that was not in relation to your vehicle not starting - if it was, that was a waste of money. The first three things to check for are fuel, air, and spark. You need to test if the spark is making it to the end of the spark plug - can be done by removing a plug and placing it in the wire - and setting it near something that it can arc to. Just don't zap yourself. Next, check for fuel pressure. Check for a clogged air intake system or dirty air filter.
After than you'd check for compression - by putting a compression gauge in to a spark plug port. If the compression is low or off by 25% in one cyl from the different ones, this is an issue.
Check for fuel pressure on the fuel rail while turning the key to start,if there is fuel pressure(enough)then the injectors are not pulsing(allowing fuel into the intake).The pick up coil in the distributor,will be the problem,unless it is distribuless ignition,then the cam sensor would be at fault.
If you have spark and fuel (either via the injectors or spraying fluid into the intake), and still no evidence of firing, it suggests your valvetrain may not be working. If the valves can't open, the fuel cant get into the cylinder.
Do (or have done) a compression test. You may have a broken timing belt/chain.
