Are you sure the right side bulbs all flash? You say you replaced all the bulbs? Why would you replace bulbs that were working? Did you have this problem before you replaced the bulbs, or after. The hazard flasher is down under the dash, left side, turn the signals on and follow the clicking noise.The hazard flasher and the turn signal flasher should be near each other, and are interchangeable. If it clicks fast, a bulb or a bad socket is usually the cause. These trucks have a lot of problems with the tail light circuit boards.
To find the FLASHER on 1994 GMC Truck C1500 1/2ton Sub 2WD 5.7L TBI 8cyl. the Flasher is located:
Front seating area, driver side, under dash, driver side of steering column, mounted in relay bracket
Application: Hazard flasher
Turn SIgnal flasher is one independent unit.

I recently got the truck that had been parked for a year prior to me purchasing it. The fast flashing issue existed before I replaced the bulbs, and headlights as a "good measure"
The hazards have not worked since I purchased the truck and while they may not be mandatory, I do prefer to have them in working order for if something goes wrong at night.
I have my Haynes manual in front of me, but the location for the Hazard Flasher isn't specific and the image is quite vague. I will be going through and checking all fuses to ensure that none are burnt out, and ensuring that the trailer light connection is not shorted out.
