The OBD power at the plug will normally come from an Accessory fuse. Most likely the lighter fuse. You need to find this fuse and check/replace. The fuel guage will be a different problem. Usually a defective sending unit in the tank

Did you charge the battery with it still connected? Read your charger instructions as all the ones I used have the battery fully disconnected from the vehicle. I would have the battery load tested first before doing anything else.

1987 2.8 Camaro cut off and now won't start. Shop says it won't communicate with scanner and think computer issue. Thoughts?

There is a fuse that gives power to your obd11 hookup and if it's burned out you will not be able to link up to the computer. That was the case with my 1999 Chevy blazer any way. This fuse was located in the fuse panel inside the rig, also if someone has updated the computer for performance only a dealership can get around this. Hope that helps. Jeff Horton

Should be under dash just below knee bolster panel, right above brake pedal. If not there, check if someone stuffed it up out of the way.

Got code PO449 on the obd11 scanner, could you

p0449 is an evaporative emission code that indicates a problem with the canister vent solenoid.. without being able to scan and check all of the system I would recomend replacing the vent solenoid. I believe their was a GM TSB on that part and it has been modified.
