I have a 2000 ford Windstar with problems

1. Oil leak 2. Can't start the car unless it's in neutral 3. Putting the car in park and it still rolls back or forward 4.check engine light is on 5. Need advice on where to start to fix the problem

First get the vehicle plugged into an OBD2 Diagnostic system or an OBD2 scanner to find out why the Check Engine light is On. This will give Trouble Codes as clues to where any problems are. This will cost you money so ask at 4 or 5 garages as the prices can be VERY different, (Dealerships will charge you well over a $100 for them to do it). These codes might explain the starting and rolling issues.
How bad is the Oil leak? If the leak is serious, where you can see it dripping, get it to a good mechanic AS SOON as possible! Driving with low oil levels WILL cause serious damage to the engine. (By serious I mean Expensive!).
If it is only seeping out don't panic about it but get a good mechanic tol ook at it and trace where the leak is coming from as soon as you can.
For the gear box issue I'm assuming this is on an automatic transmission. When you put it in Park a metal 'Peg' drops into a notch inside the transmission stoping it from turning. Moving it into Neutral tells the vehicle electronics that it isn't in park and turns off some of the safety controls.
Your issue sounds like this 'Peg' isn't doing what it's supposed to do. A faulty sensor or the peg mechanism itself could be the problem. You will need a transmission specialist to look at it to see where the actual problem is.

2000 Ford Windstar uses 1 gt. of oil per 300 miles no smoke on leaks

Have you actually got under the vehicle and made sure of the no leak. Loosing that much oil I would suspect the oil sending unit is bad. and they can still give a reading and be bad.

#1 Try starting the car in Neutral, if no start replace the Park and Neutral safty switch. #2 Check for a faulty starter solenoid. #3 Check for a faulty stsrter motor. #4 Check for a faulty ignition switch. #5 Check for faulty starter Relays.#6 Check the Transmission Range sensor it could be out of adjustment or defective. #7 On 1998 and later models, the power relay is in the power distribution box in the engine compartment. Failed OBDII Diagnstic trouble codes P0761 and O1744 What does this mean?

code P0761-
Possible causes - Low transmission fluid level
- Dirty transmission fluid
- Faulty shift solenoid 3 valve
- Shift solenoid 3 valve harness or connectors
- Shift solenoid 3 valve circuit is open or shorted
P0761 FORD Description Shift solenoid valve 3 is turned ON or OFF by the Transmission Control Module (TCM) in response to signals sent from the park/neutral position (PNP) switch, vehicle speed and Engine Control Module (ECM) (throttle opening). Gears will then be shifted to the optimum position. When is the code detected? The P0761 code is detected when the ECM has detected a mechanical fault with the solenoid energized, valve stuck off code O1744- is not a code these are the ones I have found that come close

Wild guess but the car will not start if it does not get the in "Park" or "Neutral" signal from the column switch. check for that it may just be so.

2002 ford wind star o/d light started flashing after car wash

Two things that it could be.
1 - Look under the hood, there is a wire coming out of the master cylinder, there was a problem with some of the windstars that leak brake fluid, run down the wires and drip on the neutral safety switch, which would cause the light to come on.
2 - This one solved my problem. It could be the transmission valve body that needs to be updated or changed out. There are many issues with these valve bodies. Slipping from 1-2, OD light blinking, shift 1-2-3-2, late down shift from 3-2. I had all of these.
If you do some work on cars, then you should be able to change out the valve body yourself, with a torque wrench. I picked one up on ebay for $180 with shipping both ways, and took my about 2 hours. My Windstar never drove so good.
-fyi, The OD solenoid is inside the transmission.

Ford Windstar oil leak

Most possible oil leaks from valve cover rubber oil seal. Remove valve cover, inspect , clean surfaces, and replace with new rubber oil seal .
