There isn't a horn relay as a separate component. Check that 20 fuse, hot all the time.

    This is the other part of horn circuit. In the diagram, the top wire to horn itself is voltage, that bottom wire is ground. You need both voltage and ground for the horn to work. good luck

Someone would need to test the relay and the circuits it controls.
The horn pad grounds the relay to make the horn blow.

Horn would not work 3 months ago on Dodge Neon rt 2001; problem was intermittent so shop replaced horn 2 different times and it still had the problem. Took it to dealer and by then locks weren't working....

Lets try step by step heck $600 you re-run a new horn. Open your hood, and take the fuse/relay box cover off. Press your horn listen for the relay to click in the box if the relay does not click then it is not triggering. take a paperclip and pull the horn relay and jumper 30 and 87 as seen on the bottom of the relay in its corresponding spots in the panel. Your horn should sound. The last time i ran across this problem was the steering coulmn did not have an adequate ground, checking that could be a simple check of jumper cable to the metal of the column and the battery ground.

Dies after driving for 10 minutes

I think I'd have to gamble on a new relay, and clean up contacts in those sockets with electrical cleaner, then add dielectric grease before plugging in new one. Do the pump first obviously.

Horn won't stop blowing

If you can locate and pull relay, do that, if not, pull wires off at horn if you can, otherwise pull fuse. If you have other relays same in area of horn relay (same number on relay) try one of them in that horn spot to see if maybe it's just a stuck relay.If you pull fuse for horn, you may find out something else on same fuse, so make sure you check everything else is working.
