It sounds like your power window motor or cable or both could be bad or it could be the window itself is not in the track like it should be. There is a real good video on you tube that goes into more detail (how to replace a power window motor & cable on a Chevy Impala)
it works off heater fuse and has relay which you found and is good .the problem is a breake in the heating elements in the window. they can be fixed w/out replacing window . check each element in window w/ohm meter .put aluminum foil around the pos. lead on meter to check the wire.
If neither switch works it is a bad connection at the motor or bad ground or a bad motor. Remove the door panel unplug the motor push the switch and see if there is 12volts on the wires if there is the motor is bad There are small brushes in the motor that go bad tap on the motor while pushing the switch if it works that way replace it
Did you check the fuse? were you locked out of your car? if yes and someone slim jimmed (bad idea) your door then your wiring has been cut somewhere. Move the wiring harness between the door and the car's body while pressing your window controls, if it works wiring in the harness is damaged...
