1996 ford escort wagon with 1.9 engine. 40,000 org. miles. engine surges at 60,70 mph going downhill on expressway. no issues on hard pull.

Also, somewhat rough idle, but no misses. also, with AC on, compressor cycles often, every 6,8 seconds but blows very cold air.

The thing to do now is a fuel pressure test pump could be weak just a few pounds under the recamended pressure will do that weather its mechanical or electrical . Is there a filter in the carb. wear fuel fine hooks? If none of this is an issue at least you can eliminate fuel deliverly as the problem.

make sure coolant level is normal if its full you may have a thermostat thats come apart sounds like your low on coolant though

Chech AC for the gas and pressure (check AC pressure switch)Refill if needed.

Is the engine running on all four cylinders, no missfire? If so, check the engine and transmission mounts, there are four, one at the top right hand side, one at the top of transmission on the left hand side, and one on front of transmission bell housing, and one in the rear transmission bell housing, any of them that are bad can cause this vibration. 1996 Ford E250 makes rough rumble noise on inclines or when speed

I'm thinking it may be the differential (rear end). With that many miles on the vehicle, it would not be uncommon for the u joints or differential to make noise due to increased tolerances from normal wear. I'd look into that. You may be surprized.

How many miles, has the timing belt ever been changed? (60,000-70,000 miles) when the belt gets near or over it's recommended change mileage it will get loose and cause the engine to run like it has a miss, mostly when cold, also u may need to do the following procedure, Escorts need this more than most other Ford cars
Here is the most common cause of surges and stalls and low idle, it is the idle speed control air-bypass valve and throttle valve (IAC for short), they get full of gunk over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.
