Did you check low beam fuses for voltage, with headlamps on lo beam? Use a testlite to check for voltage. In the diagram you see the lo/hid relay, correct? I'm not saying the relay is faulty, you need to check voltage and ground. The bcm and dimmer switch are involved, I don't know if check for headlamp/lighting trouble codes will help? Don't replace anything unless your testing points in the direction.
No. Dash lights being out could be a bad headlight switch, since the dash lights are routed through the headlight switch, not the dimmer switch. Park and tail lights also controlled by the headlight switch.
Power runs from the headlight switch down to the dimmer switch, then to the lights. Start by checking for power to the dimmer switch when headlamp switch is on. There should be power in one wire and power out 1 for low and the other for high beam.
the dimmer switch is located in the steering column and is a part of the turn signal module. you must remove the steering wheel,column cover to remove the turn signal/dimmer switch module.
