My 93 thunderbird keeps melting the same fuse in the high current fuse box next to the battery.

Which fuse? and mostlikely there is a short and will keep blowing fuse until short is fixed, DO not put in bigger fuse this can cause a fire

Well, maybe. When you modified the original fuse you could have provided a way for the short to get much worse. LIke putting a penny in an old fuse box on a house. The penny has to get super hot to melt compared to the original fuse. Or it could make the connection that was overheating fail competely. Fuses melt when there is too much current in a circuit. Which can be a short to ground or a weak connection. A weak connection will carry current, but with much resistance which causes heat.
You'll have to take a meter or test light and start at the battery cables and work back to the fuse box, including the ground side. Also make sure the actual battery cables are clean and tight.

Wiring short

see if all wires are connected tightly...battery,starter alternator. also see if any wires look melted or burned. if all that is fine then maybe a voltage regulator (if it has one)

look on the side fenderwell next to the battery and fuse box starter relay will be round device with wires going to it, cant miss it.

THE HORN DOES WANT TO WORK

Are you check in the Power Distribution Box? this is located in the engine compartment.
The power distribution box contains high-current fuses that protect your vehicle's main electrical systems from overloads. Check the position 7, 20AMP (mini-fuse).

Get under the front bumper look strait up on the side of the battery there you will see two horns low/high. test voltage from battery at horn.

have you checked all fuses in fuse box under dash and maybe the ones under hood as well
