if your talking about the engine drive belt belt tensioner, there is a special low profile tool for that.
My local parts store chain (autozone) will lend me the tool at no charge.
Basically the secondary Air Injection Reactor system (AIR) forces frech air into the exhaust system to reduce HC and CO emissions. Thats why your failing its not doing its job.I'm not sure if you have a electric or belt driven pump ,or do you have the Pulse air system that uses natural pulses from the exhaust topull air into the exhaust system.
Let me know which system you have and I'll give you the testing procedure. This is a fairly easy fix.
it is the flap door inside the heater box area.alot of gm with electronic climate control have the problem.there is an actuator motor that needs to be replaced.
On the caps that screw on the two AC ports you will see a Letter L or H.You need to add to the L(low) side and if you have no caps the hose connector on the can of freon will only fit the low side.Also,most of the time the low fittting is smaller than the high fitting is. When adding have your car running with the AC on and on the max setting.Hope this helps.John.
