I have a 2004 nissan frontier 6cyl. Problem is my brake lights work, signal and backup lights but the tail light at night does not come on. Also looks like the license plate lights are out. first of all i would get a 12- volt tested and turn the lights on take the new blub out and then test the sockets and no power test the wires behind the sockets if you have power then the sockets are bad or burn out replace if needed.

The licence plate lights are in the same line as your tail light wiring assembly. I assume your tail lights are working or you would have got a ticket for that. The wire is either cut, broken or unhooked from the tail light wires (which usually are brown). If you can not find the problem, you can always run a new wire to the tail light wire from your licence plate wire. Then they should work.
Your other problem is that the license plate ground is rusty & not grounding, which would also not let them work, so you should probably check that first. Rick

Check the bulbs for the tail/brake lights. If you put in single filament bulbs it will be on from the tail light voltage and the brakes will not show.
Try this;
Turn off the lights, press the brake pedal. Look at the brightness of the brake lights.
Now turn on the lights. Look at the brightness of the lights. If is the same as before the bulbs are wrong. You need two filament bulb.

check the fuse with a test light on both sides of the fuse,
