The tesioners (a/c and alternator) are where you will release the tension on the belts. usually the will be a 16mm hex that you can turn and hold to release the spring pressure from the belt.

IT should not be necessary to do this. Loosen off the belt /belts and when you have the one needing replacement place a section of the belt over a fan blade and turn the fan and place the belt over the next blade and son until all the belt is in front of the fan. pull the belt out from In front of the fan. Replace the belt buy by a reverse procedure.
mcdevito75 here, I don:"t think there is a fan belt changeing diagram for your 86" you can order the new belts and mark them Water pump, alternator, power steering. as you order them. The power steering pump is the most difficult to loosen and tighten, you"ll also need a crowbar to hold the various units tight after you install the new belts as the belts can"t be too lose nor too tight. Best bet let your local shop change the belts they last a good while and you have the piece of mind all is adjusted correct.
Disconnect the negative battery cable.Remove the two fresh air duct mounting bolts on the radiator.Loosen the fresh air duct clamp at the intake housing.Remove the hose at the resonance chamber.Remove the frech air duct.Remove the five cooling fan shroud bolts.Remove the four thermo-modulated fan nuts.Remove the four thermo-modulated fan cooling fan shroud at the same time.Loosen the two generator mounting bolts(A and B).Loosen the generator drive belt from the generator by loosening the adjusting bolt(C).Remove the generator drive belt.Remove the fan pulley.Remove the four splash guard mounting bolts and splash guard.Loosen the A/C idler puller nut(A).Remove the A/C drive belt by loosening the adjusting bolt.Loosen the power steering pump lock bolt and mounting bolt.Remove the power steering belt.Remove five bolts and the upper timing belt cover. Refer to Timing Belt.Remove two bolts and the lower timing cover. Refer to Timing Belt.Loosen the tensioner lock bolt and pivot the tensionder pulley outward to remove the tension from the timing belt, then re-tighten the tensioner lock bolt.NOTE:
Tightening Torque : 27-38ft·lbs(37-52N·m)Mark the timing belt rotation for proper reinstallation if it reused.Remove the timing belt. Be careful not to allow oil grease on the belt.Regards,Jeep Brainy

Is there a separate control module for the fan or is it inbuilt in the fan assembly itself? Check the power to the fan, if there is power there then consider trying a new fan if not check fuse before trying to locate fan control module.
