Airbag light blinks on and off when running
It is blinking out a code to you, count the first blinks then a pause and more blinks, it makes a 2 digit number like 32 which is common. In most cases the problem is the contact between the steering wheel and the steering column is defective. Do not attempt any repairs without disarming the system first or serious injury or death can result from an an unexpected airbag deployment.

SOURCE: Fuse Box Diagram
Fuses usually are labeled. However, sometimes sub-systems are not labeled. The quickest way to find your fuse is to get a volt meter or test light and check the fuses. With the key on (to energize all circuts),and the meter or probe (-) end connected to a good ground, probe into the small spaces at each end, on the back of each fuse. (if you look at any fuse while removed, you can see how esch connector spade is open on the back side) You should have 12volts at each space. Any fuse that has no voltage should be replaced. If fuse blows immediately, there is a short in that system somewhere.
SOURCE: Air Bag Indicator Light blinks on 1995 Lincoln Town Car
The blinking light is giving you a code and according to what you have listed that would be a code 25. However there is no code 25 for this system are you sure that it is not a 52 instead? If so then this code is for a loss of power to the module. Did you have battery go dead recently? If this is the case then you can clear it yourself. You will have to locate a gray 2 wire connector behind the glove box first. Here are the instructions to clear the code 52.
