The relay is probably working correctly. It should power the pump for about 3 seconds then stop until the computer sees oil pressure or RPM from the engine.
This is a safety to help prevent a fire in a wreck.
The relay should be in the fuse box in the engine compartment.

SOURCE: fuel pump for 2000 toyota celica

Yes, remove the rear seat cusion and then lift up the padding. Take the screws out of the cover and them you can access the top of the fuel tank and remove the pump and fuel level sending unit.
Very easy!

SOURCE: 1993 toyota corolla fuel pump fues are relay

to check the fuel pump on you car you need to put ignition in the on position and open the butterfly of the MAF sensor that is mounted on top of your air filter. Toyota's fuel filter won't come on unless there is air going in the engine. your problem may not be the pump, so you need to check the pump properly.

Where are the two fuel filters located on a Toyota corolla 2000?

easy to figure out with out knowing. jack up the car and look under the car and look. some have the fuel filter under the back seat location. others are in the engine compartment. you will need to follow the hoses or tubing and look for larger can that hose 2 or 3 hoses going to and out. most have 1 in and 1 out and bolts or nuts holding the lines in place. before removing the hoses. please take this step. pull the fuel pump relay and then try starting the car. it will run or not run for a second or two. this will take the pressure off the system and save you getting sprayed with raw fuel.

Shouldn't there be fuel pressure with the key turned to the run position? I only get fuel pressure when the starter is engaged and turning the engine over.

no you will not have fuel pressure untill the engine is running

fuel pressure is not required to start the engine...only to keep it running

when you turn the key on the computer send a signal to turn the fuel pump on for a second and prime the engine...once it starts the fuel pump relay kicks the fuel pump on then you have pressure.

2005 corolla hit in front

No, Toyota Corollas don't have an inertia switch, that is mostly a Ford thing. Check to see if you hear the fuel pump run when you turn the key on. Check the fuel pump relays, fuses (EFI relays and fuses) or might be the fuel pump itself. If it does run, there might be some wires that were disconnected or displaced upon impact.

I have a 1992 corolla and it will start sometimes.

I'd suggest you should turn on the ignition, and listen carefully to hear if the fuel pump (located in the fuel tank) runs for a couple of seconds. Providing you hear it run, it should start. If it doesn't run, perhaps it is faulty, or its relay may be faulty.
I'm not sure offhand where the relay is located. You may hear it click in and out when you turn the ignition on and off.
The pump should run briefly to ensure the fuel pressure is up.

Solenoid was bad replaced it fuel relay was making a bad vibrating noise replaced that truck will turn over but now cant her fuel pump running will not start up

Check the fuel pump cut off switch located behind the carpet on the passenger side up unde the heater box, pull the carpet back and see if the button on top of the switch is pressed down, if not there behind the panel passenger footwell right side same thing also make sure the switch has power coming in and going out. BUT! you gotta be quick the fuel pump relay controls this power and only suppllies power for 2-3 seconds then it turns off. so plan ahead get your test equipment all set-up and surn the ignition on if you have power great turn off the key and move test stuff to tho other wire on the fuel shut off switch get ready and turn on the key power good no power bad fuel pump switch but No power to the switch likely a bad ffuel pump relay.
