I have a 1999 dodge ram with a 318 that recently lost power and stuttered to a stall. Tried to restart, it kicks over and runs for about 2 seconds then stutters and dies. When I turn the key...not completely I can hear a whirring sound...assuming this is the fuel pump. What could be wrong here?

Any number of things from fuses to sensors, in my experience it sounds like some power cells in your battery went, battery and alternator both may have to be replace. also could be clogged fuel filters to a bad fuel pump. literally i could go on they make these things so complex now

My 98 Dodge Ram 1500 with a 318 in it will stall at stop streets only when it is at operating temp. When it is cold it will not stall. The Truck runs good down the road.

Sounds as if you may have a MAP sensor reading incorrectly when warm and causes the stalling. You may also have a vacuum leak that is not noticeable during warm up or while driving.

1997 Sebring starts, then stalls

You need to disarm the alarm, the 2 problems are related, the start and stall is caused by the fuel pump interupt function of the factory alarm, you triggered it when you replaced the battery, The reset procedure is in the owners manual.
