I have a 95 dodge ram 1500 318 just did a rebuild on the motor and i am am having problems timing it I have put it in timing but it seems it keeps getting out of timing.. it have a new timing chain and dis.. And answer to point me in the right way would help

Number one piston all the way up. Your crank pully should line up "zero" or TDC with the line on the pulley.
The rotor should be pointing to the #1 spot on the distributor cap. (If it's off, it will be facing 180 degrees off, then turn the crank one revolution.) If this doesnt jive, your distributor may be off a tooth.
Also, ...are you sure the cam was positioned correctly? (With the crank pulley at the TDC mark, the dot on the lower gear straight up, and the cam gear mark straight up.)

Replace the motor/module on the transfercase. It has an internal short. Don't replace it. Soon you will have to replace or rebuild the transfer case and the motor.

The torque values are 85 ft/lbs. Tighten the bolts in at least three stages, the first tightening should be 30 ft/lbs and then at least twice at the full torque of 85 ft/lbs.

There are ten head bolts and the order is as below:-

physically it will fit ,, but you run into problem with the fuel delivery and sensors because of the years difference,,, you will have to use the intake off the 95 but use 5.9 injectors and use all the sensors off the 95

Starting problem with a 1999 dodge ram.

i also have 1999 ram desil. that had similar prob. the contacts on the starter were bad. so i got new contacts from a alt.starter rebuilder for 10.00 and put them in and fixed the problem.

Will a 95 dodge ram tranny interchange with a 2000

No it will not. I have a 95 and am on tranny number 5. I had always put in used ones because I didn't know how long I was going to keep the truck. Now I have so much in it I have to keep it.
Anyway, back to your problem. 94 & 95 are all by themselves. Dodge had alot of problems with trannies in those 2 years and in 96 they attempted to remidy that problem, but didn't quite get the job done. The trannies will look alike until you take a closer look. In 96 they changed the wireing that goes to the computer so these transmissions could not be interchanged. One thing I would reccommend if you do find a used tranny to put in. Buy a brand spanking new torque converter.
BTW I did find one site for used parts that has come in handy several times. Car-Part.com Give it a try and good luck with your project.

Is a 2001 dodge dakota with a 3.9L same as a 95 dodge ram 3.9L ?

i just did a swap on same truck same motor .as long as you change intake and accessories and motor mounts.and valve covers everything should be fine please rate this answer thanks.
