Finding the fuel filter 1988
most fords have the fuel filter inside the frame rail right under the drivers seat (yeah I know!) this is a tight spot as there are other things there as well and yes there will be high pressure fuel in the lines even with engine off , thats why if your not 100 % sure of yourself I suggest you hire an expert to replace it , but if what to give it a go get your self a good pair of safety goggles and jack up and secure car That side only , using small screwdriver gently pry white plastic clip up and out of black plastic connector on both sides of filter gently pry off connector from both ends of filter and loosen the band clamp with screwdriver slide out old filter and slide in new filter and reverse procedure to reconnect give a little tug on connectors when done to make sure they reseat well , new filter should come with new plastic locks (use Them) you mAY want to cycle key off/on several times to refill filter before starting
Timing an 88 Ford Tempo?
The timing marks are on the torque converter, you need to remove the little rubber oval ashaped plug to see them, set timing to 10 BTDC with igntion timing shorting bar removed.
Radiator fan does'nt work
The radiator fan circuit also has a relay and/or temperature switch, or it could have a temperature sensor, and the PCM turns the relay on and off to actuate the fan(haven't worked on a Ford from this era in a while).Relays do contain moving parts,so this is most likely the cause(use a test light to see if the relay is getting 12v,ground,a switched signal source, and that there is continuity to the fan connector).
