Possibly icing of the engine intake might be the problem. It isn't likely when humidity is very low but when the air is damp and cold icing is likely. This is especially so where a carburettor is used.
Manufacturers mostly make some provision for heating the intake and/or the incoming charge of air but to maintain performance the charge must be kept as cold and dense as possible so the provision for heating is not substantial and might just be the positioning of the intake close to the exhaust or a hot and shaded part of the engine.
Sometimes the provision is rather more sophisticated using flaps controlled by vacuum servos and temperature sensitive devices.
The fuel tank breather might also be blocked or partially blocked.
I will write this like I'm not a cop yes your Speedo meter has nothing to do with the working mechanics of your vehicle should be no problem at all I'll just say have fun
Check the connectors to the cluster and any other connectors in the harness that feed the cluster, one must be making a poor connection. If all is ok then the cluster may be defective.

I am laughing at some of these "fixes".. remove the carburetor, take it to the dealer, he will know what you need. There is a rebuild kit (or new plunger kit) for this pump.. you MIGHT be able to clean it and replace the o-ring (NOT WITH A BIGGER ONE) - but the correct one..I know this is a pain in the a$$.. let a professional repair/fix it instead of guessing..
