What is the torque specs for the gas tank top plate screws for 1999 Road King?

Torque sequence? OR Torque specs? I dont believe theres a specific torque sequence on the inner but the outer there is > Just google it

While pushing down on the canopy, align holes in canopy
with those in fuel tank. Hand start ten new T20
TORX screws in perimeter of canopy. Tighten screws to
18-24 in-lbs (2.0-2.7 Nm) using the pattern shown in the figure below.

Install primary cover and gasket using the sixteen screws with captive washers tightening in sequence from center to front alternately top then bottom the middle to rear alternatively top to bottom to the rear of the cover to 100-120in-lbs (11.3-13.5 Nm) in sequence.

I have a 2008 Road King Classic (and have had the tank off), so maybe they're similar.
Disconnect the negative lead of the battery.

My dash has a screw under the nose of the seat (which must be removed) and one in the front.
lift dash and unplug harness.

If you have a gas gauge in the left hand gas cap, underneath tank unplug it's connector.

The fuel line has a quick disconnect. Pull fitting, and line unplugs.
There is a check valve inside to keep gas from leaking, but it's a good idea to have a catch cup, just in case some residual fuel flows out.

From there, I have a bolt on each side of the front of the tank, one in the center rear, then lift it off.

Unsure as to what you are calling the King nut but here are the torque specs for your front end.

Steering Gear-To-Cradle Bolt...........135 ft pnds
Steering Gear-To-Crossmember Bolt (Dakota 2 WD)..........190 ft pnds
Suspension Cradle Plate To-Cradle Attaching Bolt..............123 ft pnds
Tie Rod End-To-Steering Knuckle Nut Dakota (2WD) .............65 ft pnds
Tie Rod Lock Nut.....................55 ft pnds

the fuel pump for your 2000 fuel injected road king is located in the fuel tank. you will have to remove the speedometer housing, by first removing the seat, then remove the one small screw near the seat that holds the speedometer housing in place, also remove the small screw at the front of the speedometer housing and lift the housing off the tank and disconnect the wiring that goes to the back of the speedometer. there is a large oval shaped gold in appearance plate on top of the fuel tank. this plate is what the fuel pump is mounted to.
