To reformat your Nokia 3110c you need *USB cable which is compatible with your handset *A Computer *PC suite of your handset *Internet connection( with a Minimum speed of 1Mbps)
Here's How to do this:

*Install the PC suite *Connect to USB *Open the PC suit *Select UPDATE PHONE SOFTWARE(download the Nokia Software updater by selecting this option)
*Install the "NOKIA Software Updater"
*Select Update**....(It takes 10-30 Mins)
**Please don't disconnect while doing the process

Flashing of software is the only way....these problem happened very frequently to mishandling..like using of excessive mmc(only 512 mb is supported guidelines by NOKIA).Taking and giving data via bluetooth.(virus can easily infect).If you think that you can do it just follow the trick...but if you don't believe so please [email protected]

First download and install Pheonix. Nokia Phoenix Service Software 2011 - Download secondly Download flash file from this link 3110c file or Nokia flash file and install it to C / programme files/pheonix..after finished this installation open pheonix Inside the interface at the> left top <there you see "File" click there and choose "open file" and then select the approprait Product type i.e"which is written in the back banel inside the battery of every Nokia(Type RM-000).After doing this again at the left top count from "File"1..2..3..the 4th one is "Flashing" press there when you click there you'll see three icon just select the "Firmware Update" again you'll see another interface.Look at the product code there should be blank and put your "mouse tool" at the straight end from the "Product Code" there is a Botton and choose the code which is written in the back side of your phone.e.g CODE:0000000.if the same code does not found just take one.After this you can see "Dead phone USB flashing" click that box.Now this is the last stage... There are many solutions for this issue, please check and try the one that applies. Make sure you back up any data before proceeding.

- Keep the free space between 350 to 500 KB, so as to keep things running smoothly on your phone and prevent Nokia 3110c from restarting.

- Don't get your phone loaded with too many themes downloaded from the internet or atleast, don't switch themes frequently. These themes, mind you, also load up things into your already falling Nokia 3110c phone memory.

- Remove the card, get it formatted and then insert it back and then restore factory settings. This just might solve the issue.

- Don't try updating of music library frequently or don't often transfer data in/out of your Nokia 3110c phone.

Jaf box supports Nokia 3110C and many more other Newer nokia models, you can flash it using Jaf box with all the necessary cables and database. If you don't know what is jaf box and what is meant by flashing, I don't think you can do that. Flashing needs specific hardware and software, you can't simply flash it on your computer unless you have the required softwares and hardwares.
Note: Jaf box and all it's accessories will cost you twice the cost of Nokia 3110c and most importantly, you need training and experience to use them.

Possible that the software of the phone is corrupt or a possible hardware is defective.
You can remove the battery and memory card, have the card scanned for virus. replace battery after 15 minutes so that the phone is reset.
if the phone wont boot back the services of the Nokia support must be sought for reinstalling the software.
