When trying to start my 2001 Chevy Tracker, it clicks and then will finally start, but there is a hissing sound from (sounds like the radio) and the radio has an err message on it.

Yes the engine should crank if the battery is charged no matter what condition the alternator is in.

You may have a disconnected or broken vacuum line. With the engine running, open the hood and try to locate the noise.

problem not solved. its a 1999 chevy tracker not a 2001.

does it go tick tick tick tick and when it warms up it stops or goes quiet?
its your lifters not getting enough oil
when u change your oil it will stop till that oil gets worn out
you will have to replace the lifters or it can also be a slack oil pump not pumping oil around the engine like it should
