You need to check primary and secondary resistences, not just primary as you did.
Primary = 0.67 - 1.05 ohms (You may have a bad multi meter if all read the same)

Greetings from Maryland. I have had issue with codes before myself, and it appears that ONLY dealers can provide proper coding, usually for free. Once they unlock and engage the radio for you they will give you a copy of the code for your use later. The odds are the NYC dealer provided a bad digit.

there are a few web sites like autozone.com that can help you get an estimation for new pads. but to save you time i looked it up for you already. the price for new front pads on that vehicle are $26. if you need any further assistance just post and we be here.
