Pins? I don't know your model but most stroller prams use Capped Starlocks if its a pin with a looped top and spits in two at the bottom it's a cotter or split pin. any hardware can help with those. Any thing else is a custom part and a problem.

turn the front wheels facing each other and lock them... them there is a black handle thing on the left side of the handle bars.. pull that up and push the handle bars down at the same time
OK I solved it myself! I took a hammer to those front tabs and,low and behold, they did push down to unlock the wheels. A little muscle was all it took. Thanks anyway....
First put the 2 front wheels to face inward then then press the wheel locks down (found on front of the wheels). While standing at the back of the stroller (pushing position), there is this sort of a black plastic tube located on the left side of the pushing bar. Grasp this black tube and push it upward and while doing this push the pushbar downward. The stroller should fold down as you do this.
