BT provide (and own) the telephone line infrastructure for this country, and all providers go through this infrastructure. Some exchanges have proprietary equipment in them belonging to one or other of the various providers which allows them to offer something that BT may not, ut they still have to use the BT lines, which they rent from BT Wholesale division. So if BT won't let them use the lines you are in trouble when it comes to getting Broadband other than BT.
There are options however, firstly try PlusNet, as I believe they are part of BT so may get better treatment than other providers. Secondly there is Satellite Broadband but this can be expensive, especially installation when compared with over the phone. Thirdly mobile 3g or 4g broadband if you have coverage in your area, but speeds are highly reception dependant and if you don't get good mobile phone signals then this option is unlikely to work. Also you would probably have to buy and install a 3g/4g modem router and I'm not dure how expensive these are.

Why don't you check with a reverse phone number website? You can find them by searching the web for for "reverse phone number lookup". Once you've found one, you enter the phone number, and the website tells you who it belongs to. Unless the person has had their name blocked, then there's no way to find out, other than calling the number and asking them.
