You need flash to create the animations,once done you need to save it and then insert it in dreamweaver and from there create the links...Please note the use of time frames to implement motions..

You can go to www.adobe.com and create your own ID. after that you can download fully functional Flash and many other adobe applications.

If you dont have experience in Adobe Flash, You can use very user friendly and easy flash design program called swish. You can download from www.swishzone.com
