NVidea V8460 Ultra/128M graphics card is kaput

Your card uses apg x4 that is the way it is plugged in to you motherboard, inside your computer, apg x4 is very rare these days and if you looking for a replacement you should find a card that supports apg x4.

Windows 7 detects my video card which is xfx geforce 8400 se having a 512mb but only detects as 256mb video card?

When you turn on your pc press F10/F2 (depends upon the motherboard manufacaturer) to go to system setup, function will be according to the motherborad, check for an option named APG/APG Memory/Video Memory. and replace its value using up n down keys or page up/page down or +/- keys. and choose 512 value and maximum value is 256 or less than 256, your motherboard does not support the video memory more than it is selected.
