It's brand new and it has car tyre sized valves for the air. I brought it around to the local garage to inflate the tyres and two of them have developed bulges in the sides of the tyres where they are kind of coming out of the rim. I made sure not to over-inflate the tyres, the maximum P&T recommends is 22 PSI and they are only inflated to 20 PSI. Why are there bulges? Can I get rid of them?

It sounds like one of a couple possible problems:
*Perhaps the tires have been overinflated previously and have edged out of the rim. In that case, the all the air will need to be let out of the tires, the edges of the tires edged back into the rim and then the tires inflated to slightly below the maximum pressure.
*You indicated that it was new, so the suggestion above may not apply. If you used the gauge at the garage that is connected to the air supply, it is likely not calibrated proper and the tires are, in fact, overinflated - in which case the first suggestion should be followed.
*If it's not one of the first two and the stroller is in fact new, then you should return it and ask for a replacement. There is a third possible problem . . .
*If the stroller has been stored in the heat, it's possible that tubes may have "stuck" to the tires internally and are placing pressure unevenly. You can tell if the tires have tubes by letting the air out and pressing on the valve stems. If they move in, which they probably will, then there are tubes. If you can remove the valves from within the stem and evacuate all the air, the tubes may adjust and you can reinstall the valves into the stems and air the tires up again.

Tyre will be loose on the rim when deflated the problem is Bugaboo don't put a lock nut on the valve stem so it can pop down into the wheel when you try to inflate it with that joke of a pump Bugaboo provide. Best option is to just pop down to your local bike shop. Next best is to go to your local gas station as the valve is the same size as a car valve. Squeeze the tire tightly at the valve stem pushing it out as far as you can so you can fit the air line. Bugaboo recommend 15 psi / 1 Bar this is way to soft and I always inflate to 30 psi / 2 Bar. Try somewhere between the two as it's a compromise between ease of pushing vs softness of ride.
phil n ted tubes sadly are not covered by warranty my pram had all 4 tires do it including the new ones they said there was a batched of shonky tubes and sent me new ones as i kicked up a stink as it was only a few months old, but it did it again when we had a heat wave :( why not try buying a new tube and tire from a bike store the ones phil n ted supply are dodgy! and deflating it and puting the tire back on the rim wont work cos they tube seems to just buldge again when walking and pope the tire off and come off the rim. hope this helps its a well knowen problem that phil n ted couldnt be bothered fixing.
Finding wheels for strollers is always a problem unless they sell them as spare parts like Bugaboo does. Check with Phil & Teds if they're unhelpful a plastic wheel can be repaired provided the tyre is still good. Google plastic welders (yes plastic can be welded) find one local and show them the wheel.In Australia there is a Stroller repair shop that stocks new and secondhand parts called Karlisles. Assuming your tyres have the correct pressure, uncontrollable shaking in 3-wheeld swiveling strollers is usually caused by bearing slack.
Please check the front wheel bearing. It should allow the wheel to rotate freely but it should not be loose on the axle. (ie. It should not slide sideways on the axle.)
In this case you would need a new front fork/wheel assembly.
Please let a dealer have a look at it. As the Vibe has not been around for very long, you may still have warranty.
It sounds like that the tyre or innertube has perhaps become warped, this can happen when there has been over or under inflation.
I would suggest that you try first with a new innertube (get one from a local bicycle shop with a 'bent valve' as this makes inflation easier). If this doesn't help, then you can then try a new tyre and see if that helps.
700c tyres are bigger than 26".The tubes you need measure 700x28 (to32).This size is used in Hybrid style bikes.Make sure you get the same type of valve(Schreader are the same as car,Presta are narrower)or it won't fit the hole in your rim.
Make sure when inflating that the tube isn't trapped between the tyre and the rim.Only inflate to the pressure written on the sidewall of the tyre.
