Hello adcat6:
This is actually a problem that I am beginning to see more and more. The best thing to do is take off the from wheel completely, and apply some wd40 or even better: standard silicone spray on the top of the detached wheel's head. Most likely dirt or debris has collected inside the hub casing or on the hub and is causing the wheel to squeak. It is a good idea to do this every few months as standard stroller maintenance.
Hope this helps!
