If data in your hard drive is really important to you, try to look for a similar model hard drive. Then swap the logic board of the good hard drive with the defective hard drive. If the cause of problem is the logic board, then your hard drive should work by now. If you are not that technical, you can ask a technician to do this for you. You can buy a second hand hard disk for a few bucks at ebay.
You can remove the hard drive and connect it to an USB hard drive adapter. Then plug the USB adapter into a working computer's USB port. If this computer detect this as an external storage device and you can open the folders and files then you can backup your data.
If the computer cannot detect the hard drive then the hard drive is faulty.
There are companies that can recover data from faulty hard drives BUT they will cost you an arm and a leg for their services.
Do you have a suggestion for a good USB hard drive adapter? Make and model number would be very helpful!
