Yes it can and usually fairly inexpensively. However, it's not a user serviceable problem and will need to be repaired by a qualified service technician.

I dropped my dell notebook on the floor. The screen is 80% frozen however when I turn it off and reboot I can tell from the little corner I can see that the computer function but the screen stays stuck....

Try connecting an external monitor to your laptop via the 15 pin VGA connector located on the left side of the laptop.If the laptop display is normal on the external monitor then most likely your LCD (liquid crystal display) panel is damaged and needs to be replaced. The spider web effect is due to cracked display panel.

Actually the spider web blotch that you can see on your screen is an indication of a cracked LCD. The only way that you can fix this is to have the LCD replaced by an authorized technician since special tools will be needed to open your phone and fit a new LCD.

I have a lcd samsung tv but it now has i spidr web crack in middle of screen can it be fixed and how much will it cost

A spider web crack in middle of screen means lcd panel got broken and need to be replace that would cost approx new tv price, replacement lcd panel would be available in nearest Samsung service center only.
In my opinion, new tv would be good option.

Samsung LN32A450C1H damaged screen.

I agree with Terry. But in most cases the LCD part is almost as expensive as the whole unit so replacing it really is not the best option not unless you find a used part somewhere in E-Bay or a local shop.

Cracked Apple Cinema 30"

Unfortunately, there's nothing you can do to remedy the problem, as I recall, you'd need to order the lcd paneling for the bezel itself (assuming the aluminum bezel is still fine), but be prepared to pay a rather hefty price. LCD panels are never cheap, at least if you order them direct for manufacturers or suppliers. You could try hunting around other websites that sell used parts, or if you happen to know someone that has an unuseable monitor but the LCD panel is still operational (just has to be the same part number and whatnot, unfortunately you can't just take any LCD panel and plop it in, in most cases). Hope this gives you a push in the right direction!

Scratched lcd screen

nope...once scratched, it's like those spider web cracks in a windshield..better to plan on a replacement in not too distant future..
