When i tried to record it just beeps and there is a little lock underneath the SD

Sounds like your memory card is an SD type. These cards have a little switch on the card that can write protect or "lock" it. Take the card out of the camera and check this switch. To unlock it, it should be moved towards the edge of the card which has the electrical contacts.

I have a panasonic FZ38 camera. I'm trying to use

I'd take the batteries and SD card out for a day then try powering it on again. If it asks you to set the time and date when you turn it back on you did it long enough to clear the memory.
Second option is to try another SD card.
Last hope is slide that little lock slider on the side of the SD card and try it in both positions.
Your card may also be full.

When trying to record video on sd card i get a "card locked" . How do i unlock card to record?

turn off the camcorder, remove the SD card. Look along the edge, perhaps the end, and you should see a little slide switch. Move it to the unlock position (away from lock arrow, or towards the unlock icon). Reinsert the card, turn camcorder back on, you should be able to use it now.

The recorder should be formatted only by using the internal FORMAT function found in the recorder’s Menu. Formatting using the computer may corrupt system files needed to run the recorder, so computer formatting is not recommended.

Card error

Just triple-check that you haven't accidentally locked any of the cards.

On an SD card, for example, there is a TINY little white switch on the side that write-protects the card.

Back in the day of audio cassettes, the tab was "felt" by a mechanical arm.. if the tab was present, it could record. If the tab was missing, it would not allow recording. I'm not sure if digital cameras still work like that or not? If so, it could be something like that in your memory slot. =-]

In card position

check the SD card and see if the little tab on the side of it is slid to the position that says "lock" If you cant see the words, try just switching the tab to the other side. Since SD means Secure Digital, these cards wont do anything if the lock tab is not in the right position.
