If windows wont shut it down, hold the power button in till it shuts down, and restart.

are you trying to switch on the system from off state or are you trying to switch off the System
if you are trying to switch off then just hold the power button for more than 6-8 seconds and it will turn off

How are you disabling your processor? The CPU is responsible for handling all computes and you shouldn't be able to disable it anywhere in the operating system. please further describe what you are trying to do.

If the computer keeps rebooting when you first start it up it is quite possible that the hard drive is broken. It keeps looking for the start up boot sector, but it's broken so it keeps trying again..and again...and well you know.

Have you got space on your computer to save the pics? 41 is not a 'regular' number in computing... what make and model of PC? What operating system are you using?
