This depends on how much water. If it is only a few cups of water its not a big deal. If the entire bottom is full then you have a problem with the drain pump. That is something that can be fixed by an owner if you are fairly handy. But if you aren't it should not be too expensive to bring in a service company.

Plastic items do not get dry because they do not get as hot as glassware. A lot of moisture inside is do to the evaporation of water on the dishes during the dry cycle. Some water remains in the dishwasher because it is impossible to pump all of it out. There is nothing wrong with your dishwasher.

If the element has a thermal fuse then it may still look good even when blown. The only way to check is to test for continuity across it. Unfortunately this can only be done from where the wires are connected onto the element. The water not heating up would stop the cycle, as it needs to hit temperature before continuing the cycle. This might not be the reason your machine is stopping, but hole this answers the questions and points you have made in your post

Cycle time

yes its normal.bosch dishwashers use very little water and energy but,the cycles need to be longer to get the dishes clean. its perfectly OK.(ps use cascade powder if you can)

"HO" flashes on display during washing.
