A proper noun usually is a thing that has a name, as opposed to just an example of that type of thing. For example The Earth [capital E] is different from the earth [little e]. The former refers refers to a unique planet, while latter refers to the soil or ground [anywhere]
Call a locksmith out; there is absolutely no way to solve this remotely on the web, and even if there was it would be foolish to tell every thief on the planet how to defeat your model of safe.
Also, with respect, I don't know who you are. Imagine if your safe was stolen and all the thief had to do was to post an online question to find out how to get into it...
Planet rock is quite a small networking station and its outgoing signal is not all that good. Some personal radios simply just havent been made good enough to find a station with such low radio waves. You may just need to buy another or findout over the net the signal of planet rock or weather they've closed down or not.
